It would be very helpful if there were a ready-made DOS that would boot straight from the box. One could use this for reformatting a hard drive, troubleshooting, etc.
Also, if there were a program that would simply reformat all drives, then shut itself off, that would be helpful.
There are, but they're not portable software in the way that we do it. Plus it's best to handle it from CD since many PCs either can't or aren't setup to boot from USB. Any live linux CD would suffice, actually.

You stated MS-DOS, Microsoft still sues people who violate their MS-DOS patents which makes hosting it here completely out of the question. formatting also required Administrative privlages.

gparted is excellent for reformatting and it'll do linux formats too. Something MS aren't keen on for obvious reasons
