Yep. In fact, you can do it "right out of the box", so to speak. If PStart.xml is read-only when PStart opens, all commands that would change it--preferences, add item commands, etc.--will be disabled and hidden.

Nope, PStart is specifically designed to scale back its feature set if the XML file isn't writable.
