Try using the INI file and add the path to the template in AdditionalParameters=. This will make it ALWAYS load that template any time you open the program. If this isn't what you want, check out PortableFileAssociator by wraithdu.

I was hoping to find a way of passing the details of the required template to the required application only, in this case Draw, rather than to the whole of OOo. Is it possible to do this by appending the path to the template to
C:\PortableApps\OpenOfficePortable\OpenOfficeDrawPortable.exe?
I use PStart in preference to the PApps menu. This provides a simple way of passing additional parameters to the execution command.
Starting Draw in this way does exactly what I want but does it break the PApps portability or does it maintain it?
It is portable, it's a launcher for OpenOffice.org Portable, opening Draw rather than the main thing.

This is working so well that a further idea has occurred to me (Mission Drift). Is it possible to specify which toolbars are displayed when loading the template in this way?
Again I am referring to a solution that is specific to a template rather than to Draw or the entire OOo suite.
It can do this to at least a certain degree. Go to Tools -> Customise... and any changes you make, apply to the current document in the dropdown in the bottom left.

This has not been as successful as starting Draw with the user defined template.
The unwanted (default) toolbars have been removed, the required (user defined) toolbar created and saved as 'Untitled1' in Tools -> Customise...dropdown in the bottom left. This is the only option other than OOo as Draw is being started with a specified template and this is the expected action to prevent overwriting it.
Thereafter:
If the unwanted toolbars are then re-enabled
Am I missing something?
