It would be cool if I could get Fraps on my USB drive, so I can test my fps, etc. on the go.

Those two features make it unacceptable for PA.c.
This does not mean it can't be run from a USB. Use something like Sandboxie to see if installing it to your flash drive requires it to save files into a user application folder. Also, tools like RegSnap allow you to see if any changes are made by the program to the registry after closing the program. I do not know, but I believe that Fraps installs a driver which monitors your graphics card, which might not work well from computer to computer.

After reading this page, I wanted to try Sandboxie (very interesting discovery).
I did not have to wait too long. During FRAPS installation you must choose a Start Menu Folder and you can't choose not to create one. CCl°: it's not portable-friendly.
