The problem is also that many websites are designed so that they do not care abt how the user should see the contents. All consider that visitors have infinite speed and pictures will be loaded/displayed immediately. Earlier, when analog modems were the fastest way to communicate, people did use interlaced gif for example so the picture could be sort of previewed during the download. Today most people are simply too lazy to convert any picts and graphics and place nice high resolution jpg on the website.
This can not be cured by making the browser better, but rather by replacing the webmasters brain.
