I'd like to see a portable program from the Flash drive similar to Weather Watcher, which sits in the taskbar.

There is a portable version of Yahoo Widgets (used to be Konfabulator) that is available by searching the web. There is likely a weather app available there.
Well, the best I can get you is ForecastFox, which is a Firefox extension. I would recommend also installing ForecastFox Enhanced.

weather watcher will work if you just copy all the files. Yes, I'm sure some settings are made in the Registry, but it works...
Another Firefox extension would be 1-ClickWeather. Popup weather alerts, maps, etc.

Its fully portable except for the forecasts, it downloads the weather data from weather.com and puts it into the temporary internet files folder.

WeatherMate doesn't store or use cached data in the temporary Internet files folder. All downloaded information is stored within WeatherMate's installation folder (which can reside on a portable device).

There is a great weather program that I use called Weather Pulse it is available at http://www.tropicdesigns.net/weatherpulse.php. I haven't seen a portable version of it, so I was hoping that somebody would be able to make it a portable app. Thanks
I used to use Weather Pulse regularly, but recently it has started to return a constant error message instead of showing any data. I don't believe it is the fault of Weather Pulse, but since it is no longer supported and not even listed on the TropicDesigns web page, I doubt if the problem will be fixed.
WeatherWatcher is a very nice alternative, and if it does run as a portable app already as someone else suggested, it will be a good replacement.
Though the creator of Weather Pulse no longer supports it, in fact recently he has quickly made some fixes to it. Weather.com changed something that broke Weather Pulse and the author quickly provided a fix. Just the other day some virus programs started reporting WeatherPulse.exe as a trojan. Again a fix was quickly provided. And again just on the 23rd of August, Weather Pulse was incremented to version 2.20 Build 0 with a new installer. The author also mentioned he might move to a different weather source, other than Weather.com.
So it may not be officially support but the author has quickly taken steps when a third-party had broken it. I am going to ask the author if he would consider giving permission to have Weather Pulse ported to PortableApps. It is my favorite weather applet and I would love to have it on this platform.

As a follow-up, the author of Weather Pulse replied back to me via e-mail. Turns out he was been working on a portable version of Weather Pulse to run on USB memory sticks. I sent him the link to the Developers' page. He said he might be interested in doing the conversion of Weather Pulse to the PortableApp platform, himself.

I got your different weather source right here. I've been using wunderground.com for weather for a couple years now. I just like the layout better, the Flash-based/Google Maps-based weather map. A little bit of looking on the page and I guess I found information on their API - that's what I linked to above. Send that to the author of Weather Pulse, maybe wunderground.com might be easier to work with than weather.com. And they all most likely get their weather from the National Weather Service anyway. So it just comes down to branding, and when choosing a website, how you like the look and feel of the site. Assuming the information is the same, that is.
