I think it would be really handy to have a program that would do a lot of the same as the U3 secure partition option. A program that would allow you to designate a specific portion of a drive as secure and only allow access to the partition with a password. This way I can secure my documents on my drive.

Try TrueCrypt it's portable and works fine encrypting a whole partition. The only problem with it is that you can't run it without admin rights (or a locally installed TrueCrypt system). But if you were to be REALLY desparate to get to them without admin rights, then you can use TCExplorer.
