No

This can't be done. It's tied into the operating system too much and is a Microsoft thing and licensing disallows such a thing altogether.

Does it stream live audio video

Hi,

I look at it and it doesn't looks like it is streaming live audio video to a windows media server. Does it?

That is the primary usage for me of Windows Media Encoder.

Thanks

No I don't think so. XMedea

No I don't think so. XMedea Recode is a multimedia converter/transcoder. Haven't done any streaming live audio/video to a windows media server before myself so I can't recommend anything.
