GIMP: Can't Save

I am unable to save am image to anything but GIMP's XCF. I will just hand as if it is doing something. Then it won't let me select cancel but I can continue to edit the image. Only stating this issue because i thought it was fixed in 2.2.12. Forgive me if I am wrong. I am running Windows 2000 with Service Pack 4

Step by Step

Ok, I was able to reproduce this one time, so I thought it was a reproducible issue. But every successive attempt on Win2K SP4 has worked fine. Could you walk me through the exact steps you're doing to hit this error? Opening an existing image? (if so, could you email it to the contact address) Save or Save As? What directory are you running from? What file-type and save location are you using? Etc The more detail the better because I'd really like to nail this bug.

Steps

Please walk through the exact steps... every one... this happens with. As mentioned, I have been unable to reproduce this on my Win2K SP4 box. If I can reproduce it, I may be able to fix it. If I can't, then I can't help you.

ok, butthe step by step

ok, butthe step by step won't help much:
start gimp
create a new image or open existing
go to save/save as
choose jpeg ( or tiff or whatelse)
and then nothing happen and click on cancel won't do anything.
that's it

Found problem, but not the solution

It seems, because of the user rights, the program can't rename the xmlparse.dll in system32 directory. I also can't do it in explorer.
