I would love an irssi portable, it seems simple enough for me to make it myself, but if someone could beat me to it, then do so

The platform doesn't detect batch files, only executable (EXE) files.

there's a appinfo.ini hack you can use. Or compile the bat file. Or code a nsis launcher. At any rate, its possible a couple of ways
