Generally, it is not a good idea to use on-line banking facilities by using say a pc in a library.
But if one uses Firefox on a USB, would this be safe?
Any other suggestions for making this kind of activitiy safe (in cases of emergency) would be appreciated.

for the same reasons as not using a public PC for that anywhere. There could be malware, keyloggers, etc. installed on the machine that capture your credentials.
Using FireFox Portable and KeePass Portable will be more safe than using the native browsers and just remembering+typing your password, but still not really something that I would recommend for banking use.
