When opening a bookmark a new tab is not used. All boxes
in the options/tab screen are checked. Prior version did
this OK. I have heard of a few other users with the same
problem. Is this a bug ?

There is no such option to always open bookmarks in a new tab or to set a specific bookmark to open in a new tab in the Firefox interface itself. It's not a native feature. You can right-click a bookmark and select Open in a New Tab and that works as expected.
If you have options to always open in a new tab, then you are using an extension, and would need to ask for assistance with that.
Sometimes, the impossible can become possible, if you're awesome!
