Well, I think this is a request and discussion. I have had a computer that has crashed and won't boot-up to the log on screen. I can't find a great back-up to restore it to its better state of condition. I have a Windows XP and this is waht I'm talking about. There should be a auto boot-up for portableapps so you don't have to have your computer fully loaded. So it can perform diagnostic actions. Don't you think? I think... no I know this would be a great accomplishment for someone that knows how to do it. I am not that advanced in my studying yet so. I think this is a great subject to discuss and think about. Give a great thought about what I have said to you. really think about it.
You want to boot up a small working Windows, to try to fix your broken Windows install?
Kinda sounds like you're looking for BartPE or Winbuilder, something like that. You can boot from a CD so you can try to repair/recover your fix installation.
(I'm assuming Safe-Mode isn't cutting it?)
You could always search out for Hirens Boot CD or even Shag's Boot CD both will autoload and Hirens has multiple disk utilities which may help you salvage your system. Also as asked can you get to safe mode?

Hirens Boot CD is classified as warez which I don't think this board supports.

will tell you all you need to know about it. It is all simple, but not directly download and play for various reasons.
Bootable PE disks exist for many years, now you can have all also on a usb stick if the computer in question supports booting from it. No need to reinvent something.
Reputable image software will provide you with boot media like CD, with which you can restore system partition from previously created backup.
You can also use open source software like clonzilla, this also comes with boot media, or use the more luxury solution in form of parted magic CD or usb stick.

Note:
since it is illegal to distribute any ready to use windows in such form, you will need to build it yourselves anyway either from installation disk or update disk or similar products.
