I have a directory on drive C, call it MyStuff. Size is about 180 MB. I have a backup on a stick, let's say it is drive E. With Toucan 2.?? I can change a couple of files on C, run sync and get a back up on E: in less than a minute. XP machine.
I *installed* (updating didn't work) Toucan 3 and ran a sync. It copied everything, taking about 6 minutes. Without making any changes, I reran the sync. Again, it copied everything and took about 6 minutes. It was as if the files did not exist on E:.
(I agree with some of the previous posters regarding easy access to the help file. I don't always remember the details of the various types of sync.)
Looks like it's back to the previous version for a while.

you have any of the checks turned on? If not then try some of them and you should see a difference!
Sorry to point out the obvious but have you checed to make sure you have the Update option selected rather than the copy?
EDIT: I just noticed There is no update option for syncs anymore. You need to use one of the checks to perform an update style sync. I suggest modified time.
