Well, I downloaded and installed.....but
In the About it tells me it is 2.6.9 It also does not have the new Theme look that eliminated the Disappearing Menu Line in Windows 7 .....
The Gimp 2.6.10 had problems until they changed to a setup-1 new windows installer...
It appears you also need to fix the installer.....

You solved the two window 7 problems.....The disappearing menu item and it now opens with image window maximized........with the docks inside the window it is just like a single window unit but with options for full window viewing......
I would recommend this over the Standard Gimp for Windows 7 users.....just load into the program space.......
