Workstation attempting to run application is Windows 2000 SP4 (admin rights). I'm getting a Windows error window.
I was watching the application via Process Explorer and saw that the application launched and spawned a couple 'setenv.exe' threads.
I can probably attribute the fault to an absence of .Net or C# run-times or both. I will try launching from my XP Pro machine this evening.
Also noted registry values added, but because I didn't get a full launch of the application, I don't know if they would have been cleaned up on close. So treat these as "FWIW".

Maybe it could have something to do with the lack of DefaultData or any dll's what should be registered, I'm not sure.
All what happens is MapWindow.exe pops-up in the Task Manager for a second and closes. Regshot is clean though, for what it's worth for.

I found a problem with the MapWindowGIS.ocx (resource not found) and I fixed it by using the line 'cd / d "% ~ dp0"' in regMapWindow.cmd.
