Can you directly download the installer on the PC? It sounds like the PC is blocked from downloading. Or there is a proxy involved.

directly downloading installers work fine and it only seems to be an issue with the vlc player...checking that out now.correction..just tried again and it failed on a couple others so idk. i'll keep trying i guess.thanx for reply.
