Google technically made its own OS already, though not an OS in itself. It's called Chrome OS, it's internet based and has to be put together though linux.

Google Chrome is not Open Source. There's been some confusion over this, since Chromium is, yet Chrome isn't.
Why didn't the devs go for Chromium?

There are no stable releases of Chromium because it's not an independently managed app. You can't go to the Chromium site and download the latest stable or beta version of it. There are just regular builds of it. The Chromium project is to feed Chrome.
I believe Chrome is mostly open source. The browser itself is. But the updater is not. Nor is the included flash plugin, of course.
