I prefer to use Skype portable in English interface, but even though I change it to English every time, it always starts with a Chinese interface the next time.
My OS (Windows XP) is in English, though it supports Chinese.
Is it a bug or is it just my sloppy computer?

This is a known Skype bug, and it's been reported here at least once before (I searched for "skype language"). The Skype developers don't seem to be doing anything about it.

my Skype always defaults to Hebrew, I feel sick
There MUST be a way by modifying the launcher to select the desired language.
I suggest an INI file that the launcher reads from so we can define the language.
Sometimes making love is just not enough, you have to step it up!
If your PC's OS language is English but ANSI is set to Hebrew, Skype will come up in Hebrew. There's nothing we can do about that in the launcher.
Sometimes, the impossible can become possible, if you're awesome!
