That error could indicate that that executable is running, or that permissions are a bit wonky (you shouldn't ever do such things in the main Program Files directory due to permissions issues, not sure if G:\Program Files is that or if you just named it the same).
Secondly, just running the PortableApps.com Installer over an app doesn't make it portable at all - it just makes an installer for it in whatever state you had it. It will still require a launcher to make it run portably; that, I presume, is what NWM2011x64Portable.exe is for. But I'm not sure if you've got that; the reason I say that is that there's no benefit in creating an installer for such an app: it's commercial software and you may not redistribute it.

I have created an installer (generic) and this portable app is only to allow me to use the app on my laptop, work pc and home pc. The license is standalone purchased by work, I can only have one app open at a time due to it reporting back to the server. I would like to eliminate installing it three times or more if I have an issue like I currently have on my work pc.
The G:/ directory is a folder on a secondary drive I'm using to create the portable app.
Can you possible direct me to a tutorial on creating a portable app from start to finish; creating the Launcher, Installer, etc.? Thanks in advance.

I think you'll find that the license system with it will tie it to a computer. It's unlikely that you'll be able to get it working on multiple computers. However, https://portableapps.com/development is the place to start for creating a portable app.
