On the PA website, the link for downloading the XAMPP Launcher 1.4 points to https://downloads.sourceforge.net/portableapps/XAMPP_Launcher_1.4.paf.ex...
Unfortunately, the file on sourceforge is called XAMPP_1.4.paf.exe
So the link should be:
https://downloads.sourceforge.net/portableapps/XAMPP_1.4.paf.exe?download

Please correct the name of the setup file to setup_xampp.bat. Here's what it currently says:

Note: Be sure not to run xampp_setup.bat, it is used for local installs
