What would you like to be 'portable' about it?
If you mean USB portability, as this site seems oriented towards, have you tried running it using the --usb parameter?
That causes JBidwatcher to try to store all files in the same directory as the 'current directory' on launch. On Windows, this generally means 'start in' directory, so if you create a shortcut to launch JBidwatcher and put it on your USB drive, it should pick up the files correctly.
Or if you navigate to the file, and the current explorer window is the USB drive, that should also work, although I haven't tried it myself.

on this site to work correctly apps should be in paf format, also what reg keys do's it leave behind , i suggest you contact john or another dev for further help
