I was wondering if OpenOffice always stores its settings in INI file/s and that's why you can make it portable?
Also, if it's portable, why must I install anything at all? I'd expect it to be plug and play...

You do not "install" the portable version you just extract it from a ZIP file into the directory you want to run it from. John has helpfully used 7ZIP to create a self-extracting exe that you download from this site.

You don't install anything. It is built from NSIS code because NSIS is easy to learn.
