I have been having a problem with Google Chrome recently. When using on work computer (XP) it will work for 10 or so minutes then every page will turn up with this error:
The webpage at https://portableapps.com/forums might be temporarily down or it may have moved permanently to a new web address.
Here are some suggestions:
Exiting and restarting Chrome is the only fix that i have been able to work. Firefox or Opera dont do this.

Most likely it is a software firewall on your PC at work or a firewall on the network. Odd that it's not always blocking you, though.

clearing your cache (shift+control+delete) and choosing the period "everything"?
Does there seem to be abnormal CPU usage? You can get details with shift+escape.
Do you have a lot of extensions? Does the problem go away when you disable all of them?
