Windows CE has absolutely nothing to do with Windows other than the name and a bit of the appearance. It's an entirely different operating system. As different from Windows as Palm OS is.

Re-read the analogy. Windows CE doesn't run ANY regular Windows apps because it is an entirely different operating system. It's the equivalent of asking if you can run Firefox for Windows on a Palm OS handheld.
