Ok, I've searched the site and cannot find it - the .ini file that takes the startup screen off of the GIMP, and therefore speed it up. Please can someone post the link to it?

It won't speed it up. You're looking at GIMP's startup process. The launcher doesn't add it's own splash, so there's no INI to disable it. You can disable GIMP's splash screen with a command line option (check Google). That can be added to the INI if you want. But, like I said, it won't make it any faster.

It was for an older version of the GIMP. The switch used doesn't work anymore, which is why it's not on the GIMP Portable page.

That said, I'm working on a speed-up for the next release that'll directly edit the plugins cache on start so GIMP doesn't have to re-detect them all.

Wouldn't that mean that newly installed fonts wouldn't be recognised?
Not fonts. And new plugins would still be detected.
