It seems some Test Releases are hosted in your own host. Is there a way to host there too or is it only reserved for members of Management?

Not Really

We don't host anything ourselves except official freeware releases and a single freeware repack we're doing with official permission.

For open source, we have a SF project for existing devs to post dev tests on. Some devs have their own SF projects for their own tests. For official publisher freeware, they generally host themselves. For dev repackaged freeware, you're kinda stuck using one of the download services like rapidshare or your own server until it goes official (or at least pre-release).

Sometimes, the impossible can become possible, if you're awesome!

As I said, existing devs have access to our dev test SF project to post. Though lots of people create their own SF projects for their own dev tests. New devs can create a project or just use rapidshare for their first dev tests.
