Installer starts, answers all prompts, gets to download segment then reports "the downloaded copy of Skype is not valid and can not be installed. Please try installing again." Done that. No positive effect over two days.

Most likely, you're somehow being blocked from downloading it from Skype. You can try downloading the file directly here:
http://download.skype.com/msi/SkypeSetup_5.1.0.112.msi
If you place that file in the same directory as the installer, it'll use that rather than trying to download it.

Oddly, some blocks don't just properly block a download (which the installer will correctly detect and report) but send you to a webpage instead that will still download as the .exe file. I'm working on an update to the installer to be able to detect when you get something very wrong like that and report that it's probably a block.

What is the new link for msi of the latest skype version.
I tried http://download.skype.com/msi/SkypeSetup_5.1.0.116.msi but it did not worked. It used to work on previous versions but not anymore.
Will the exe file work with this because exe version can be downloaded always in http://www.skype.com/go/getskype-full
