I've heard of scratch before, but I've not looked at it. I just did a quick search of the website, and it says that you are allowed to redistribute it. Probably need to look at it more to make sure we are allowed to re-package it as a PortableApp.
I'll take it if you're not going to. It looks promising to me.

Be sure to let me know if you find any issues with it. It's not perfect, but it worked find on my VM and didn't leave anything behind as far as I could tell.
