While 3.3.0 portable was released together with the standard libreoffice.org version and also "officially" mentioned in the libreoffice.org site as a result of collaboration between the Document Foundation and PortableApps.com,
things seem to be different with 3.3.1.
I found no mention at all (anywhere) about the same collaboration about the new release; moreover, any Google search for the word "portableapps" in the LibreOffice.org site leads to zero results.
I well understand that 3.3.1 was released just yesterday and I'm NOT, obviously, complaining at all. Maybe the simultaneous release was planned only once and the new Portable version will be ready in a few days.
I'm just a little surprised and curious about the above mentioned "silence".

The 3.3.0 release came about 2 days after the local LO release. The 3.3.1 portable release is adding some additional fixes to the local release and should be out shortly. You can always track outdated releases from the Development link above. There is no need to remind us or point it out in a new forum post.
We update all our apps with the exception of OpenOffice.org past 3.2.0 due to licensing issues with Oracle. (any portable package of 3.2.1 or later you see is being done illegally)

I was NOT complaining in any way, including "reminding" or "pointing out".
I also said "maybe the new Portable version will be ready in a few days", thus assuming a possible lack of information on my part.
I just was quietly and respectfully simply asking a question, also about the fact PortableApps.com is not mentioned at all in the LibreOffice site, despite the existing collaboration between the two.
That's all.
You'll find it announced on their blog here. Where it will fit in their site is being worked on as they have a specific way that the site is setup.

is 3.3.1 also going to address the issue of LOP folder's location and naming, thus making it possible, as in other LibreOffice portable versions, to "install" the program in places different from C:\ and in a path with spaces in it?

When updating to LibreOffice 3.3.1, please note a little issue with the brazilian version (BrOffice branding). It is using the pt-PT language. Even if I try to set it manually to pt-BR on the preferences menu, it keep always changing back to pt-PT. (Please note that this is only for the user interface language... the other region settings are all ok!)
Not a big issue at all, but it's kinda strange to use the portable version on a bit different language as of my installed version.
Could you please fix this?

Which is perfectly rightful, of course.
Your decisions surely come from good reasons. Nothing to say about that.

I wasn't controversial, I did not launch any accusations.
On the contrary, I said that the developers surely must have their good reasons when they decide to do or not to do something.
After all, we are given the possibility to freely and legally download very useful software; complaining about something or claiming for anything would be very rude, to say the least.
I just made a small, calm and respectful, observation.
"a small, calm and respectful, observation" which looked an awful lot like a rude remark regarding one update being missed followed by a polite remark to make it look less rude.
Either way, I guarantee you that John T Haller and MarkoMLM and likely a number of other people were working on trying to make the LibreOfficePortable 3.3.1 release releasable right up until LibreOffice 3.3.2 was released, at which point releasing LibreOfficePortable 3.3.1 would have still been a version behind, thus they redirected their efforts to making LibreOfficePortable 3.3.2 releasable, and since they have now released it there is absolutely nothing to complain about (calmly and respectfully or otherwise).
