It now seems to be available in portable form on its own website. Seems to work OK.

on the left side is the download link for portable and normal installs. portable is a .zip, so all it seems to need is packaging in PAF. i may try and do it sometime after i figure out how.

There is a lot of freeware apps there maintained by some great people.
Netscan is likely one of the most useful windows-type tools ever.
Each app is developed in detail and the forums aare sctive and
responsive.
p.s. most are nicely portable

the site you linked to is blocked by the federal government not for freeware but for malware. hence why i stated its probibly not a good site.
as for the EULA and GPL i was thinking about Brothersoft and Softpedia's sites which host programs that violate those.
EDIT: looks like the government has it wrong i apologize. softpedia is known for using other sites with SOFT in it to mirrow their stuff.
