Ask Developer

You'd need to ask the developer of BonkEnc directly. It's a really niche format only used by Ericson feature phones (non-smartphones), so not much supports it.

Sometimes, the impossible can become possible, if you're awesome!

New Name

The program BoncENC no longer exists. The author renamed it "fre:ac" and it is at version 1.0.17a.

You can download it at:
http://www.freac.org/

But it still doesn't do amr format.

@JTH: Might be time to overhaul the listing at:
https://portableapps.com/apps/music_video/bonkenc_portable

Could you specify if you need

Could you specify if you need to use an AMR file as an input or to generate an AMR file as an output.

New snapshot with AMR support

The new 20110409 snapshot available at freac.org has AMR-NB decoding support (using FFmpeg).

Please give it a try if AMR-NB decoding is sufficient for you. Support for AMR encoding or AMR-WB would require some additional work.
