Portable Desktop Environment

A portable desktop environment would be very useful since I have to work on multiple computers during a typical work day. Something visually similar to WinXP or Win 7.

looks like a good idea

too bad I don't know how to develop that kind of stuff. Although, I think it could actually run on WINE (open source) to make all of your programs, including registry heavy apps, portable, or you could have it copy a rom of YOUR OWN OS to make everything native but not break any laws.

There is already something like that

Go to "http://icloud.com" it has everything you asked for and no installing required, all in just a web browser*. Netcraft's risk rating is fully green and they only do that to websites that are fully checked and reviewed so there is no harm in trying it out.
*On Firefox and Chrome you need Java plug-in and in IE normally works with xml compatablity alread there

Yes, but that's not the point

I understand that that is a portable desktop, but the point is to have it run on windows and still be able to run our portable apps.

Sounds like what you are looking for is Cameo. Just Google CameoPDE and it will pop up on a mirror, the site is down right now.
