You got it backwards. The updater comes with the menu (appropriately styled, The PortableApps.com Platform™). While the updater can be used on its own, and possibly even downloaded separately, the most common download of it is the menu, either stand-alone (just the menu, backup/restore, updater, themes, etc.) or a suite with various apps.
Unless there's some other updater that is offered separately; then no, that wouldn't come with a menu, but the official menu includes the official updater.
Ah, okay, I misread you. Yes, in theory, the updater will update the menu itself. There just hasn't been an update to the menu since the version that introduced the updater, but that is the plan, for the updater to be able to update the menu as well as the apps when we get a new version.

You'd probably know most commercial apps, even microsoft sometimes have a link in the program that says if you are out of date so why not the menu?
Makes perfect sense to me "all inclusive" but maybe others will differ.
