The best image editing freeware has to be paint.NET
Is this possible to create as a portable app
I prefer paint.NET to Adobe Photoshop

When you are requesting an app, it is always a good idea to search the forums before you post a request.
There are always apps in the development testing phase that are not yet ready to become official, or in the case of paint.net, require the .NET framework (that's another story as to why they currently will not become official).
Try searching. In the case of paint.net, I can guarantee you will find what you are after in the beta testing forum.
