I installed my Japanese copy to F:\FirefoxPortable and it worked as expected. I moved it around between drives and changed the path and I could not reproduce the behavior you are seeing. Is F:\FirefoxPortable the exact path you are using? What operating system? I know paths with Unicode characters in them can still be a problem. (Firefox 3.6.x can't even initial its security component and 4/5 may have other issues)

Yes only normal ASCII. F:\FirefoxPortable
OS: XP SP3
When FirefoxPortableSettings.ini cannot be made, it seems to be generated though it has understood later.
For instance, "SettingsDirectory=NUL" line into FirefoxPortable.ini or make Data\settings file (not directory).
It had gone well up to now by this.

That's an invalid INI file. SettingsDirectory either must be omitted or set to a valid directory.
