Are you trying to start them as services? If not, tick the checkbox next to each in the control panel and try again. If this still doesn't work, check the error logs in installdir/apache/logs/ and installdir/mysql/data/ and see if there is anything meaningful in there.
If it was just Apache giving problems, I'd probably have a better idea of what is going on, but MySQL too, I don't really know.

There are no error messages ; it worked well under Windows XP.
All portable programs are up to date.
