EDIT: it seems to already be portable (not PAF, though). What would be the best way to handle this (i.e. what to install by default, etc.)? Maybe something like the XAMPP Launcher is more appropriate?

Perhaps a normal-ish set of packages then. XAMPP was a one-time thing from a long time ago that's like that for legacy reasons. We will, at some point, get it into a proper PAF.

MiKTeX is already portable...

Thus it is probably a way easier to integrate MiKTeX. AFAIK MikTeX is also the better distribution for Windows.
