NSIS Portable 2.46.1.1 (Unicode) has been released. NSIS (Nullsoft Scriptable Install System) Portable is a professional open source system to create standard Windows installers (as well as our launchers) packaged as a portable app so you can create installers and launchers anywhere. This release reverts NSIS Portable to 2.46.1 due to an error in the current 2.46.2 release that breaks Windows 2000 compatibility. All launchers built with 2.46.2 should be updated to this release until the publisher corrects the bug. Sundanese language support has been added as well. It's packaged in PortableApps.com Format so it can easily integrate with the PortableApps.com Platform. And it's open source and completely free.

PortableApps.com Installer NSIS vs NSIS Portable
Just a question; but why are the contents of these two PortableApps so much different where it concerns NSIS ? I have compared the contents of the folders and find there to be huge differences in file dates. Where NSIS Portable often has 2011 dates PortableApps.com Installer often still has 2009 dates. I am aware that the latest official NSIS release is from 2009.
Also I find some uninstall.exe (e.i.: uninst-nsis.exe) files. Are they needed for this portable application to function ?
Question 3: Since NSIS hasn't been updated since 2009, and I can find no sign of activity in development, shouldn't PortableApps.com rather move to a different installer creation tool ?
Inno Setup is one example of a good installer creation application that's 100% freeware, and also does Unicode installs. (Windows 2000/XP or later)
NSIS Unicode
We use NSIS Unicode, which is under active development (the latest release being just this month). Uninstallers are very small and don't matter if accidentally left in. File dates don't matter, it just means that specific file was last updated in 2009. If it isn't broken, it's not updated. The PA.c Installer's NSIS is tailored to its needs: unused elements are stripped out and it has no additional plugins that aren't used. Inno Setup isn't under an OSI license so isn't fully open source due to the advertising/copyright display clause, thus using it would cause issues.
