I'm not able to install FF Portable for all users. I work in a non-admin account. FFP installs okay, but it won't run normally.
I go to the install folder and right-click the .exe file to create a desktop icon. But when I double-click the icon I get a message that FFP is unable to run from a protected location. (System folders like C:\Windows\Programs are protected from non-admin users.)
Re-installing while logged in as non-admin user (by right-clicking the install file and choosing Run As... and logging in as admin) doesn't work, either. Wish FFP would create a desktop icon. That would solve the problem.

Portable software is not designed to be installed for more than one user. Portable software can not function from the Program Files or Windows folders.
You want a piece of software installed on a Windows box that integrates with Windows, creates desktop icons, creates permanent file associations and has separate settings for every user... you want regular Firefox.
Sometimes, the impossible can become possible, if you're awesome!
Resolved this by installing individually for each user, in a folder on the desktop.
I've used Portable Firefox for a long time, as it is lighter on resources than Firefox desktop edition.
Firefox 7 desktop has gobbled up as much as 800 MB of RAM, with only five standard extensions installed (AdBlock Plus, NoScript, MeasureIt, etc. I've heard horror stories of FF desktop using 1.5 GB of memory. FF, let's face it, is still a memory pig.
With Portable FF, memory usage stays within more reasonable bounds - about 200 MB is the max I've seen so far.
