When a new version of an official app is out, the best place to report it is the Outdated Official PortableApps thread in the Other Apps Support forum.
If you check out that thread, you will see that Hedgewars has already been reported and is in the queue.

But there is no sign that this is going to be soon.
Has any body an idea when it is going to happen?

isn't the process of turning stuff into portable apps repeatedly said to be easy with the tools john made?
is it perfect: no, nothings perfect.
is it readily available and reliable: make it happen.
Just remember that a large portion of the apps here are developed by volunteers who have no monetary stake in the project. They also have jobs and lives beyond PortableApps, and sometimes get more negative than positive feedback about what they are doing.
Real life occasionally has to take precedence over packaging a new updated app.
