How do I get it either to pipe down until the portable update shows up or update it gracefully so it will quit bugging me?

With some apps, its ok to update the app, but normally its better to wait for the portable update.

If you see that in the future, just let us know in the outdated apps thread. We'll generally have an update out same-day for apps like Skype. Skype doesn't do a good job of notifying all users when an update is available and has no way on their site to track when a new release comes out, so we may not know right away. In that case, we rely on our users to let us know when it's out of date so we can get it updates as soon as possible.

Skype portable works fine, the only issue is the language.
I use English as a default language on my computer, but the App resets itself always to GERMAN each time I open the APP.
Is this issue know, and can it be rectified?

1. Are you running Skype Portable directly from the PortableApps Platform?2. If so, is your platform language set to German? If it is, then Skype Portable is inheriting German for it's language setting.
And according to John T. Haller's reply below, I'm completely wrong. That's what happens when you reply by phone and don't have immediate access to a computer.
Skype sets itself by default to whatever you have as the Ansi language on the current PC (not the Windows UI language). There is no way to alter this behavior in portable mode and no way to remember language settings. If you want this issue fixed, you will need to contact the Skype devs themselves to fix in the base app.
