I don't think so. I rather think it is a chinese site hosted in the USA which uses the logo and slogan (TM) of PortableApps.com . They have portable apps which are sometimes not official ones to download.
When the site owner doesn't have the permission to use the logo and slogan, it would be not legal, if you ask me. Plus if you look at the bottom of the site you see:
Everything is under the copyright of this site? And what is with logo and slogan?
These are certainly copyrighted and trademarked by Rare Ideas, LLC .
Also the imprint is not very convincing to be an official PortableApps.com and reliable site:

All together I heavily doubt this site. The apps could be junk or worse (for example malicious). Plus the REAL PortableApps.com does have rather neglected directories for other languages (for instance /de for German and /ru for Russian).

any other sites that claim to have portableapps are generally illegally packaged and generally infringe on the trademark that John T Haller holds for PortableApps.com.

No, the site does not make any claim related to this one. Most software on there are also made in China. I guess you can go after them for illegal use of your logo and catch phrase. But it's a different crowd, most of them hardly read any English, let alone come to this site and be confused.
I disagree.
In my first comment I logically explained why they make a claim to be related to this one.
The Reasons are:
• using of a domain which differs only in one letter from the domain of the original website (I don't say the letter, because the link was removed by admins, yet)
• using the same logo like the original - only a bit darker
• using the EXACT Slogan of the original: YOUR DIGITAL LIFE, ANYWHERE™
• using a similar page layout and design in grey
⇒ All this leads the typical Chinese site vistor - who is able to read Chinese letters and doesn't make further inquiries to the conclusion it would have been the official Chinese PortableApps.com website. Maybe they don't even know the original website. Then they would have no comparison and also a low chance of getting to know the truth.

Yes you are right - I have seen such sites too, but there are also normal and reliable download sites, which also have PortableApps from PortableApps.com in their software repertoire.
But they don't make the slightest claim to be related to this site and ... they are completely legal and and free of malicious software.
A good example for sides of this kind is http://chip.eu .
This is another scamware site trying to pass off our work as theirs. Not only are they violating our trademark and copyrights (as well as open source licensing) but most of the software they package is being done illegally as well. Not a site you should trust for anything.
