Is Toucan an alternative to TrueCrypt?

I'm just wondering, is it really an alternative?

Nope

TrueCrypt is for encrypting whole drives and being able to mount that encrypted drive as a drive letter (admin rights required). Toucan is for encrypting individual files and then later decrypting those files when you need them.
