I was wondering if there is any way to force the PA browsers to open .pdf files and sumatra without having to engage the OS?

What you need is portable file association. To do that, you can get eXpresso or PortableFileAssociator.
In the future, there will be an option in the PortableApps.com Platform to do this for you.
In Firefox itself, you can also just select to open it with SumatraPDFPortable.exe directly. The Firefox Portable launcher will adjust its path as you move PCs.

Are these official apps?
Will we ever see the menu do it itself since it (Pa menu) has made great strides as of late with only a few issues, eg automatic update on menu open but I'd like kind of a firewall function to stop app components from initializing similar to commercial firewall functionality but not at the IP level.

The functionality will be coming to the menu itself. Until then, just associate anything in the browser itself.
Firewall functionality will require admin rights (end of story, no way around this) and likely require a commercial app. Commercial apps are coming to the ecosystem very soon.
