Pidgin: Windows Plugins Help

Im trying to add a new plugin, but all the supplier has is a windows installer that detects that there is no GAIM on the system and exits.  How would I get this to work for the Portable GAIM?

Install Local
Unfortunately, they appear to require a local install to be able to install to a specific directory. Very odd. I may release a pack of the plugins. You can also install em locally and copy them over. But you do have to install Gaim first.

Sometimes, the impossible can become possible, if you're awesome!
