The author's web site offers two different download packages, one is the "normal" and the other "full" which includes the Visual Basic run-time files. According to the website:

to make it really portable? So all files are included?
I mean if there need to be something installed before the use, it would be like .net which might or might not be installed.

Well, I guess the reply from John has made this point moot, but yeah... it is sorta like .net where if the computer already has the stuff onboard, this "portable" package will work. And much like .net, it might be a crap-shoot when dealing with unfamiliar/transient computers in libraries, schools, cafes, or whatever. And like .net, it can't be official until it will work everywhere (and pretty much rightly so).
I'd say that this program should end up in the "someday official" pile along with the .net ones, but should still be available in development areas where people can be warned of this issue/requirement before downloading. Of course, it isn't my decision to make...

MP3Gain Portable will be removed as an app in the near future. Just haven't gotten around to it yet. As it requires an OCX file, OCX files MUST be registered to be used, and registration requires admin rights, it can't be considered portable. This wasn't known at the time of its release.

This seemed awfully familiar, so I did some searching. Here's where we talked about this exact issue almost a year ago:

and I see that the quote I took from the author's web site back then is almost the same!

I have removed MP3Gain Portable from the app directory and app store. The last version is available from the MP3Gain Portable homepage which is still up. It no longer features a download button and has a removal notice detailing the admin requirements and a link to the last version.
