In the PortableApps platform, you only need to click the shortcut once to open the app. If you double-click, it will try to launch two simultaneously, which it doesn't like.
I've done this myself, out of habit from using windows desktop shortcuts.

I don't have the "platform". I downloaded the program and stuck it in C:\GP folder. I made a shortcut on my desktop to that. It was working fine for about a week or so, but today the problem arose. I am using 2.8.0 rev 4 from here.
I'd get regular old GiMP 2.8 from their official website (I use it at home), but at work it's a different story. They took away our admin rights so we can't install anything. Our network consultant lives over an hour away and whenever we do talk to him it's for other things. Since he lives so far away if there's an emergency and he comes to the office, he doesn't get to us until 2 or 3pm and we close at 5pm, so no time to fix me. I've been asking for a long time now. It took them over a year to get off their butts and update our Symantec Antivirus. We had paid for updates, but for some reason the server wasn't receiving them.
It's not that we do anything bad at work, but part of my work involves a lot of photo shooting, so then I need to crop photos and edit them. I also design flyers, postcards, advertisements, etc. I also design and maintain our website, so Filezilla Portable works great for me. Each year when our new product comes out I put it in a gallery on our website with password for our customers.. that means me uploading 300 - 400 pictures! No way I'd ever do that without FTP.
Ensure neither gimp-2.x.exe nor GIMPPortable.exe running in Task Manager. Then head to your GP\Data directory and delete the runtime INI file. That should work. Be sure to close GIMP before shutting down Windows.
