As said by Satbir15, most of the problems are with the sheer legality of a portable DRM remover (For example, the DMCA does have clauses designed to criminally prosecute those who create technologies to bypass DRM).
As DRM has been created and is used exclusively to prevent unauthorised copying of proprietary works, a DRM remover could be an extremely useful tool for aiding the piracy of that said works.
