Gimp 2.8.2 crashes, when using cage transform tool. (A meanwhile known bug.)
So, despite minor shortcommings, in the moment Gimp 2.8.0 is the more stable solution and should eventually be offered direct at the main PortableGimp download page (at least as an alternative option).

You can get it from our SF project ( https://sourceforge.net/projects/portableapps/files/GIMP%20Portable/ ). As for offering it over 2.8.2, we'd only do that if GIMP itself did, and they are not. It's up to them to either fix the base bug or revert to an earlier version.
